Whatever else could be said about him, and his faults were in proportion to his strengths, Franklin Roosevelt commanded respect. Gen. George Marshall, no small figure himself, was no sycophant to Roosevelt. But, in 1942 Roosevelt rejected Philippine President Manuel Quezon’s suggestion that the islands be neutralized and years later Marshall recalled: “I decided he was a great man.”
