There is nothing wrong with appointing that shell executive. She has discretion to do it. She is the president. And what is she doing is lawful. Or assuming it was nepotistic, it is an isolated case that does not justify an Edsa 4 or Edsa 5 under Estrada. As I said it was lawful. Estrada’s plunder of the economy is unlawful. Coup d’etas are unlawful. If you do not like Arroyo wait till the next election and elect any body you want. To give justice to you, I prefer Loren Legarda or Drilon! or Angara! or Cory Aquino again if they can circumvent the constitution, constitutionally. Mahirap makiiba ng kuro-kuro o kumontra kay Vladimir Putin sa kanyang opinyon na tayo sa Kanluran ay mayroong dobleng pamantayan sa terorismo.

Tayo ay malimit magbuhos ng panahon para lamang ipangatwiran ang gawang terorismo – paghahanap ng ugat o dahilan nito at kung anu-ano pa.

Ang nakakasisindak na pagsalakay sa paaralan sa Beslan ng dakong timog Rusya ay di-abot ang pagbibigay katuwiran: humigit kumulang 1,100 sugatan, na ang 335 ay patay, na ang kalahati ay mga supling. Sa harap ng mga kritiko sa Kanluran na humihimok ng mas malambot na linya ukol sa Chechnya, sumagot si Putin:”Bakit hindi kayo makipagtagpo kay Usama bin Laden, anyayahan ninyo siya sa Brussels o sa White House, tanungin ninyo kung ano ang kanyang gusto at ibigay ninyo ito sa kanya para iwanan kayo ng mapayapa?

Kanyang idinugtong:”Kaya ninyong gawing posible na maglagay ng limitasyon sa inyong pakikitungo sa mga bastardong ito, eh bakit dapat kaming makipagusap sa mga mamatay-paslit?”

Bakit, tunay nga. Si Putin ay tunay na tagapagsalita ng marami.

Ang kataka-taka ay kahit na pagkatapos ng 9/11 na pagsalakay sa Amerika, ay ang karima-rimarim ng Beslan – ang 9/11 ng bansang Rusya – at ang palagiang pagsalakay sa Israel, marami pa rin silang hindi makaintindi ng mensahe: Ang terorismo ay hindi mapapayapa, ito’y dapat lamang labanan at, asahang sa wakas ay talunin.

Kung noon ay hindi niya ito nakita (sa aking palagay ay nakita niya), ngayo’y nakita ni Putin. Ngunit maraming hindi.

Si komentaristang Daniel Pipes (inilimbag ng paulit sa National Post) ay pinuna ang malumanay na pagtawag sa sari-saring limbag na babasahin na ginagamit upang ilarawan ang mga pangyayari sa Beslan. Sa halip na sila’y tawaging “terorista” ang mga pahatiran ng balita ay pinapangalangan silang “mananalakay” (assailants), “sibasib”(attackers), “kumando” (commandoes), “mapalabis”(extremists), “mambabaril” (gunmen), “insurekto, maysala, at kahit separatista” KAHIT ANO, HUWAG LANG “TERORISTA”.

Totoo. Ang ating mga pahatiran at lagusan ng balita, hindi kasama ang iba (Toronto Sun at National Post) ay umiwas sa salitang “terorista” kahit na ang gawa ay walang halo kungdi purong terorismo.

Ang tawag ng Canadian Broadcasting Corporation sa mga terorista ng Beslan ay “mga armadong mandirigma”, sa British Broadcasting Corporation: “Bihag-mandarakip:, New York Times:” Bigat-armadong bihag mandarakip”, Toronto Star:”Mandirigma”,Globe and Mail:”rebelde”.

Hindi katakataka na ang terorismo ay lumalaganap, kahit na ang mga responsableng mga publikasyon ay takot sa paggamit ng yaong salita. Ang isang tanyag na hindi kasama ay yaong Belfast Telegraph. Sa ilalim ng kanilang ulong pambungad “Beslan o Belsen, Walang halong kasamaan ang batayang sanhi, “isinulat ng isang mamahayag na si Gail Walker:”Kasing liwanag kaparis sa Beslan o Auschwitz o Treblinska, ang mga pangyayari sa Beslan ay angkop sa paraan, sadya, ikinalugod, walang pagbunsod at maysademonyo o makademonyo…….

Wala!

Siguro, ang Hilagang Ireland, na kung saan labis na poot at malaking takot ay namunga, ay mauunawaan ang Beslan ng daig pa.

Sa Estados Unidos, sino ang pinaangkop na mauunawaan at mamumuno sa giyera laban sa terorismo – si George W. Bush o si John Kerry? Tiyak na nasa isip ni Putin na ang pinakamatuwiran na hinirang ay si Bush.

Si Ginoong Yevgeny Kiselyov, punong patnugot sa Pravda, ay sangayon at puno ng papuri sa Amerika dahil sa panghina nito, sa kabila ng dalamhati sa Iraq. Kanyang inirokemenda sa mga pinuno ng bansang Rusya na pagaralan at matutuhan ang karanasan ng Israel sa pagkaya sa terorismo.

Ang pinuno ng Ministro ng Panlabas na si Sergei Lavlov ay kamakailang lamang na nilagdaan ang isang kasunduan kasama ng Lihim ng Kaalaman ng Israel upang labanan ang terorismo. Si Pangulong Putin ay magtila magtatatag na kaparis na kasunduan kasama ang Estados Unidos.

Hindi kapapaniwala para kay Kiselyov na ang demokrasya sa Amerika ay sobra ang pagkinig ng labis na ang mga katunggali sa giyera laban sa terorismo ay kayang magsalita ng walang tangka sa Homeland Security, FBI, IRS na “magsaliksik, samsamin ang mga pagaari o bigyan sila ng ibang uri ng abala”.

Isang kaso ang magagawa na ang terorismo sa Beslan ay maging isang katuwiran upang muling ihalal si Bush na subok sa pagmando at kung sino ay malinaw na pinapagpipitagan at tinataguyod. Ang pagkatalo sa terorismo ay kailangang magkaroon ng matatag na kaanib – at kung alin-alin ay ang bansang Rusya, Britanya, Aostralia, Poland, Timog Korea, at ang iba pa.

(Ang Senador ng Georgia ay ibinasura si Kerry at para kay Peter Worthington ang kanyang pagsakdal ay mahirap na pabulaanan)

Ngayon ang pagtatalo ng pampangulungan at pangalawang-pampangulungan at kung ang kumbensiyon ng Partido Republikano ay isang hudyat, itong mga paghaharap na magiging daan sa boto ng a dos ng Nobyembre ay dapat maging nakakasindak.

Si Pangulong George W. Bush ay nagsalita sa harap ng mga masigasig na palakpakan at pagsangayon kagabi ngunit ang batayang tagapagsalita na isang ugong kasama ng mga Republikano: Senador Zell Miller.

Habang na ang talumpati ni Reagan noong 1964 (ginamit ng mga Republikano sa mga paanunsiyo) ay malakas at mabisa, ito’y tahimik din at pantay – wala yaong banal na kalupitan ng mahaba’t maapoy na talumpati ni Zell Miller tungkol sa malaking kasawiang palad na sa isip niya ay magiging si John Kerry para sa militar at Amerika.

Ang pinakamahulugan sa kanyang talumpati ay yaong hindi niya pagpuntirya sa mga Republikano subalit sa lahat ng Amerikano ng iba’t ibang pagkahilig pampulitikal.

MAHINAHONG PAGKAGALIT

Walang sandaling tigil para sa orkestradong palakpakan – gaya ng para kay Bise-Presidente Dick Cheney sa mas mahinahong pagkagalit kay Kerry sa kanyang paltik-salampak [flip-flop] at kawalang pasiya. Si Miller ay gumuhit ng pagkatulad kay Wendell Wilkie, isang Republikano, sa kanyang pagtaguyod kay Roosevelt noong Ikalawang Digmaan at nakaramdam na ang giyera ni Bush laban sa terorismo ay marapat na magkaroon ng magkatulad na kontra-panig na suporta. “Habang ang mga batang Amerikano ay namamatay sa mga buhangin at bundok ng Afghanistan ang bansa ay nahahati at nanghihina dahil sa hibang na ideyang laging sumasagi sa alaala na ibagsak ang pinunong komandante[si Bush]“, ani niya.

“Wala nang makakapagalit sa marinong ito kaysa sa isang taong tinatawag ang mga tropang Amerikanong mga “mananakop” kaysa tawaging “mga nagpalaya”. Si Miller ay magbibigay ng hirap sa mga Demokratiko para pabulaanan ang kanyang mga sinabi. Hindi lamang siya dating sundalo Marino. Siya rin ang nagbigay ng saligang talumpati para kay Bill Clinton noong 1992 at naging tagapangulo ng komite ng plataporma noong kumbensiyon ng 1996 para sa mga delegadong Demokratiko.

Sa pagtala ng sandatahan, si Kerry ay sumalungat sa paglaan ng pondo – para sa B-1 at B-2 “bombers”, F-14 Tomcats at sa sari-saring “missile defense systems” – itinanong ng pasuklam n Miller: “Ito bang taong ito ang gustong maging punong-komandante ng ating hukbong sandatahan? Armado ng ano? Spitballs?”

Tinawag niya si Kerry na isang “hindi-oo-sigurong mangkok ng lugaw”. Para sa kanya si George Bush “ay hindi isang tusong nakikipagusap ngunit isang diretsong tagaputok ng baril… ang isang taong sa gabi ng Sabado ay gaya ng isa sa umaga ng Linggo…. isang taong mayroong mabait na puso at galudgod ng matigas na disposisyon… ang taong aking pagkakatiwalaang magsanggalang ng aking pinakamamahal na pag-aari: Ang aking pamilya”.

Ako’y hindi pa nakakarinig ng talumpating gaya nito at mahihirapan ang mga Demokratiko at lalong mas mahirap para kay Kerry para pabulaanan ito.

I nominate Manuel L. Quezon III as Presidential Merit Awardee as THE STAUNCHEST ADVOCATE OF FREEDOM OF SPEECH. None can surpass him in this field. His blog has a mixture of different opinions for various political colors. Compare his permissiveness and unbigoted tolerance with others’. Jose Braulio Sison is my great grandfather
who worked in the Philippine National Railways until his death,while my grandfather Fernando became its administrator while Lolo Jose was in the accounting department with his son as his boss , Lolo Jose was working in the staff of President Aguinaldo. I would like to read why Pres. Quirino gave him and our family the Presidential Medal of Merit.
My grandfather is Fernando E. V. Sison Secretary of Finance in 1962, my father Luis V. Z. Sison was MWSS administrator until 1992. I opposed the phone metering of the telephone companies in 1997, currently in the practice of law and in litigation.
Thank you for writing about this as I am proud of our heritage.
Regards to your aunt Zenaida Avancena and the Avancena family. I have a radio program on 104.3 fm from 6 to 8 in the morning on mondays and thursday

Good Day Everyone!

Mr. Victorino Rodriguez, 1999 awardee is my uncle.It was my auntie(his wife)and myself who accepted his award. I did not know that the award was very prestigious until I saw this site. Can anybody help me to find a way to have a photo of the awarding ceremony?

I am a granddaughter of Jose Braulio Sison. He was a recipient of the Presidential Medal of Merit in 1949. Adrian Sison, my nephew, wrote you his comment on Dec. 20, 2004. Like him, I am interested to know why Lolo Pepe and his family were given the Presidential Medal of Merit under the Quirino Administration.

I hope to hear from you soon. I would be very grateful if you could send me a copy of the citation. The Sison Clan is currently in the process of writing the history and achievements of Lolo Pepe’s clan.

I religiously watch THE EXPLAINER. Your program has educated me in more ways than one.
