Great article mlq3! Everything was very well presented.

I especially like this part:
"The sound and fury along the way is a small price for the good that was achieved, and more so, if the DSWD decided to implement and adopt some of the recommendations made by a public every bit as concerned as the DSWD is, to bring relief to typhoon victims. It would be a terrible mistake, simply from a public-relations perspective, for the DSWD to attempt to file lawsuits against the blogger who dared to ask questions: it would only fortify, in the public’s mind, that the DSWD was caught going about its business in a lackadaisical manner, and only tried to look busy afterwards."

Cabral really should think about how she's handling her PR with regards to this situation. Especially after this published statement to the inquirer:

http://opinion.inquirer.net/inquireropinion/letterstotheeditor/view/20091030-233181/Lack-of-volunteers-no-impediment-to-DSWD-work

To say: "We do not deserve this demolition job that was started by some publicity-hungry bimbo, which is now being gleefully carried forward by all sorts of characters of dubious motivation".

Instead of spamming blogs that write about this issue, I suggest the pro-Cabral parties give the Secretary a tip or two about good public relations. She may end up being slapped by a libel case herself by calling someone she doesn't really know a "publicity-hungry bimbo" in print. Whether the blogger deserved it or not is not the issue, its how she handles herself in public that I worry about.

as i write this, i namomonitor ko ang interview ni erwin tulfo kay sec. cabral ng dswd (DZXL - RMN Manila, 947AM Thursday Oct 29), nandito ang kasagutan sa delayed distribution:

ang sabi ni sec., 140 trucks filled with relief goods are moving to North and South Luzon... wala na akong maco comment pa dahil iyan ang kasagutan sa mga mistulang misteryosong relief goods na sabi sa records sa warehouses ng dswd ay nailabas na 10 days ago pa, AND, iyan din ang sagot sa puzzle na... how many people (volunteers and staff of dswd combined) do you need to repack the donated goods, load them onto the waiting trucks, move them from the warehouse(s) to the intended destinations -- wherever they are, be it malacanang palace, office of secretary of this and that,, whatever --- in the period of time it was alleged that those goods left the warehouse(s) and NOW, as we speak.

sa interview ng DZRH (Joe Taruc) with the governor ng pangasinan just now (Thursday Oct 29, 8:45 am Manila Time), governor Amado Espino expressed his disgust with sec. cabral's statement published on the quoted inquirer online's inq7.net.

repost by Ella as addendum in the DSWD website.

"I will not deny that some commenters were also harsh in lambasting DSWD in sweeping generalizations in reaction to the photos but their comments were nothing compared to the viciousness of pro-Cabral lobbyists."

"...by the obscene attacks on my person resulting in low blows. The thread turned into insults, cursing and name calling."

"There was another comment supposedly by me using text language -in sabotage strategy."

Here is the multiple clones:

platterofpeaches @mlq3 @Bert @erle> "After checking for updates on your previous blog and reading the additional comments, I finally landed on this page."

jace @mlq3> "monetizing goods received is the kind of discussion that we need to pour our blogging hours."

EzraCramer> "If you think Ella is telling a lie then she must face the punishment of abusing her freedom of speech."

jace> "My mind suggests that we sober down a bit a lets go to the drawing tables and sort all these."

crusader @Lovelysoul> "you seem to have a very low regard for local goods."

mlgtheninth @crusader> "should ask the donors where they sent their goods to begin with."

anan @changewithus> "thank you for sharing this. blown out of proportion din kasi yung issue, naging personalan na. but to blame the secretary for what happened ...is very unfair."

anan @james quasha> "we should make way for a new environment wherein the government (in this case the dswd) will have to present what ella must have missed asking."

mlgtheninth @jace> "Very well said. ella could have presented (what she saw and questions) to the dswd, and not jump to any conclusions."

jace @mlgtheninth> "one more important note that I believe ought to be had is the conduct of a good closure after every outpourings I believe call these loose ends. I urge all concerned to extend a hand of tying straight and mending these loose ends. I have conviction that DSWD, being a social welfare agency that it is, has a big heart for everyone. And the rest of the netizens, including gandangElla."
