Second, Karlo Nograles is in charge of Speaker Nograles’ program “Tatak K”–a hodgepodge of livelihood program, vocational training, etc. Although it’s a public service program, as Nograles the Younger claims, few would deny that it is a ploy to sell Nograles the Younger.
